Reward people who have returned their falsely claimed $HEAD?

When we increased the daily staking rewards from our staking contract to speed up and shorten the overall duration of the reward emission phase, the contract allowed far more claiming per HeadDAO NFT than it should have. 23 wallets claimed a total of 122 million $HEAD.

Because these ten people did the right thing, we were able to save the Fractional.Art vault more efficiently and comprehensively.

This vote will decide whether or not we use a percentage of the final ETH amount to reward these people.
