HIP-027 Remove Staking Warmup Period

In HIP-007 we voted to activate a “warmup period” for staking.

This was done to stop ‘rebase sniping’ - the act of buying a lot of tokens before a rebase, staking them, then selling them for an immediate profit which harms the project.

Our APY is now low enough that the chances of rebase sniping being successful are extremely low, and profit made from such action would be so minimal as to not be worth it.

The warmup period does add additional confusion for new users though.

Therefore we propose to disable the staking warmup period to remove unnecessary complication from the process of staking.
