Allow STAX protocol to stake in HLX staking pool

Stax protocol will be launching on Dec 22, and is the Titanx staking easy button. This is a protocol built by Dude (HLX, JNS, ELMNT) and Utah (BLAZE, INF) in the Element Ecosystem. Stax will add volume and buy pressure to Element 280, and as a beneficiary, HLX treasury will earn more rewards.
