Transition & Retroactive Budget

This proposal exists to present a budget for two purposes:

• Transition team rewards - the transition team has been responsible for building CCS between Semesters, and setting Semester 2 up for success.
• Retroactive token grants for Semester 1 contributors - rewarding early contributors fairly for their contributions.
