[HIP-43] - Add Swell WETH Gauge

Introduction

Due to a calldata mismatch this proposal has to be cast again, we're deeply sorry for the any inconvenience caused.

This proposal introduces a new gauge for the WETH (Swell) / WETH (Arb) pair to bridge our existing liquidity pools with the Swell chain ecosystem. Establishing this gauge is the first step towards integrating Swell into our liquidity system.

Gauge to be added:

• WETH (SWELL) / WETH 0.05% ( Min Width: 10)

Strategic Alignment

• Establishing Connectivity with Swell: Establishing a direct liquidity pathway between Swell chain and our primary liquidity pools.

• Initial Gauge Structure: This will be the first of several Swell Gauges being proposed.

Gauge Performance Analysis

This gauge will be our system's initial liquidity avenue to and from Swell Chain.

Market Impact Analysis

In summary, this proposal lays the groundwork for robust liquidity integration with Swell chain by introducing the first gauge, WETH (Swell) / WETH (Arb).
