[HIP-02] Whitelist Token: HUM

Introduction

The Hummus Exchange team formally requests a Hermes gauge to be created for a Hummus <> Metis pair. This pair has seen significant volume over the past month which means more fees for the Hermes platform as well.

Whitelist HUM token so gauges can be created with other whitelisted tokens, such as HUM <> METIS pair.
