[HIP-40] - Add WBERA and WETH Gauges

Introduction

This proposal seeks to introduce the initial gauges for the Berachain: WBERA/WETH and WETH (BERA)/WETH pairs. The new gauges are designed to bridge our existing liquidity with the Berachain ecosystem. By establishing dedicated gauges for WBERA and WETH, we aim to facilitate an efficient initial route for asset transfers between our current pools and Berachain.

Gauge to be added:

• WBERA / WETH 0.3% ( Min Width: 60)
• WETH (BERA) / WETH 0.05% ( Min Width: 10)

Strategic Alignment

• Expanding Ecosystem Connectivity: Providing a direct liquidity pathway into Berachain, thereby integrating it with our existing liquidity infrastructure.
• Ensuring an Initial Structure: Laying the groundwork for further Berachain gauge additions.
