Council Spending Allowance

To make the whole process simpler and quicker, we want to ask for the community's approval to buy in in the NFT projects community members will suggest.

An allowance of 6 ETH.

We would be able to acquire NFTs from these said projects without having to open proposals every time, as long as we stay within these 6 ETH. 6 ETH is just to give us some margin, as we don't plan to spend this much.

Community would still be informed of these purchases before they take place.
