Should Vegas City continue with the original startup plan?

Should Vegas City continue with the original startup plan (Option 1), or whether contributors would prefer a change of plan (Options 2 and 3).

Please note that this vote at this stage is not binding, but should contributors vote for Option 2 or 3 then Vegas City would establish a timeline and plan for implementation, and then seek approval from its seed investor (DCG).
