Proposal: Hoichi 369 NFT Hodler Rewards

In a previous proposal we voted to have 50% of the Shibarium taxes allocated to ALL 369 NFT Hodlers in the form of Hoichi rewards. At this point in time I believe it is best to disburse these to show that Hoichi continues to do two things:

1. Bring in revenues via taxes
2. Make good on all promises and goals that we set forth for teh ppl

This is less of a vote and more of a confirmation of the previous proposal and a yes vote will transfer the taxes to the admin team so that we can airdrop the tokens to all NFT hodlers.

1. Yes, pay the NFT hodlers
2. No, use it for something else
