Proposal: Hoichi Torii Gateway Fee Structure

Hoichi can now adjust the fee structure, we had an extended promotional period of near free bridging and swapping and we will be adjusting the fee to provide greater resources for bridge maintenance as well as liquidity.

The proposed amount that we think is most suitable for the Torii Gateway is 1%. For example if a person bridges $100 it will be a cost to the user of $1. We feel this is more than reasonable. 1% or .01
