Increase committee joining fee to 1M $HOOP

Description: My proposal is to increase the entry minimum from 500,000 HOOP to at least 1 million to join the HOOP Coin Committee.

Motivation: , I see more valid as an entry into the gc a balance of at least 1 million hoop, at this price it would be the best thing, maybe we give an extra boost even to make some purchase of the hoop token, with the prizes that will come with the game I see the ideal thing 1 million hoop as input for gc .. we will give a nice boost to the price too
