Initial Fund Transfer

DAO motion: The seven would like to move 7 Eth from the community wallet to a Gnosis Safe set up by @Quil requiring 5/7 signatures for all transactions. This will facilitate community events, raffles, and giveaways we have planned, along with building more trust with the community. It will allow faster access to DAO funds without going through the process of approving an action and then having to vote again on performing the actual transaction (a multi-day process)
