Proposal to change $FINN's Passive Sailin' rewards

Huckleberry uses Passive Sailin'. This means that 1% of every $FINN transaction is automatically shared among all you drifters, proportional to your $FINN holdings. This 1% can be set to any value between 0% and 10%. This vote, based on community feedback, is limited to 0%-3%.

To pass: At least 25% of the eligible votes must vote.

Somethin' to consider when votin': Changin' Passive Sailin' to 0% means that you will no longer earn $FINN just by holdin' $FINN. However, it will make the DEX cheaper to use as, currently, most transactions route through $FINN. This could make it easier to attract users and increase transaction volume. On the other hand, increasin' Passive Sailin' means that you will earn more $FINN just by holdin' $FINN. However, it will make the DEX more expensive to use as, currently, most transactions route through $FINN. This could make it more difficult to attract users and increase transaction volume.
