Increase Prize Pool for HunnyLottery

To make the lottery more attractive, for each prize category that has no winners, 10% of the tokens will be allocated for the dev, HunnyJar and to burn. The remaining will get automatically rolled over to the following lottery draw. This will gradually increase the prize pool and will in return attract more participants.
