EHIP-3: Voter Pass Reward Distribution #1 (gas cost reimbursement)

Summary

Decide how to distribute the ~500 USDC Ethos Capital grant to the Event Horizon community to reimburse the gas cost of voter pass minting.

Motivation

The Event Horizon Community has successfully supported the now-approved Scroll x UniSwap proposal. All Event Horizon Voter Pass voters successfully wielded a 1371x vote multiple on their voting authority in the form of UNI tokens. To commemorate this achievement, Ethos Capital, an early staking supporter in Event Horizon, is offering a grant of ~500 USDC to the Event Horizon community.

Specification

~500 USDC will be allocated to the Event Horizon community. The community is left to decide how this gets distributed:

1. All Vote Participants: 21 USDC per voter

2. All Passes Minted Pre-Scroll Proposal: 7 USDC for passes 0 through 78

3. All Passes Mint as of Now: 5 USDC per pass holder
