Season 8/9 Milestones and Metrics Council Charter

The Milestones and Metrics Council plays an important role in the Collective and is assumed to persist each Season. Delegates are effectively electing the Council Lead that has authored the approved charter.

If this proposal is approved, the linked PR will be merged into the canonical version of the Charter hosted in github and the changes will go into effect at the start of the next Season.
