Create a governance framework to support and protec voting and decision making.

Purpose

Here are the rules:

1. hyaliko space garden spaces are worth 6 votes
2. hyaliko space factory spaces are worth 3 votes
3. a voting power of 9 is required to submit a proposal
4. a minimum of 69 "Yes" votes is required for a proposal to succeed
5. the hyaliko team will act as a safety net for naughty proposals/attacks
