Reserve HDX for Cryptopia Coins

Should we keep ~ 4,52 million HDXs as a reserve for the Cryptopia holders, who most likely will receive their coins by end of the year 2022?

Please keep in mind that the affected users of the hacked exchange are not to blame for such late payouts and have been early supporters of the previous project!

Once the legal issues around Cryptopia are completely solved and the liquidator starts paying out, they hopefully will tell us how many XSN have been claimed, we send them the correct amount, and they distribute it. Any unclaimed coins at this point will finally get burnt.

Note: there is no guarantee the HDX will be returned. If we can't receive proof of ownership from the liquidators we can't distribute the HDXs. In this case, all of these HDXs will get burnt too.
