HIP-002 Return unclaimed $THRUST airdrop tokens to Thruster

Summary: This proposal seeks to return unclaimed $THRUST airdrop tokens to Thruster

Background/Motivation: In October 2024, Thruster conducted its airdrop, allowing users of both Thruster and Hyperlock to claim $THRUST governance tokens. To allow Hyperlock users to claim the airdrop, Thruster sent the respective amount of tokens to the Hyperlock DAO for distribution. As the 3 months claim period has now ended for the airdrop, these tokens should be returned to Thruster.

Specification: If this proposal passes, the Hyperlock DAO will return the unclaimed $THRUST airdrop tokens to Thruster's TokenAdmin contract 0xC9B92bC5B0bF35feB5BB8df045EdFca4858A5572.
