ICHI DAO proposal process

Summary: To create a proposal process for the ICHI DAO. This finalizes a Standard Operating Procedure(SOP) for community members to follow when creating a proposal.

Detail: The proposal process contains steps on how to properly start and submit a proposal through agreeance of the ICHI DAO and community. Stages are labeled, and explained in the document that will be attached at the end of this section. It also includes the suggested format to follow when actually submitting the proposal. Implementing a process will hinder blindsight proposals, ensuring comfort within the ICHI community and it's stakeholders. The community shall follow the SOP once implemented. If the proposal passes, the ICHI DAO will have a official proposal process. Motivation: Having this process is a big step to enabling the DAO and community to participate in how ICHI grows in the future. It brings us one step closer to being an official and not just termed "DAO". This will create even more transparency between the Core team and the community.
