Volatility Increase in Vault IRR Deposits

Summary: Propose an increase in vault rewards during periods of extreme downward volatility

Why? It is more risky to keep providing liquidity in highly valuable markets and this is the time the liquidity is most needed by the project.

Amount? Increase the 10k weekly cap by the following amounts

7 day Price drop (BTC) -30% or lower....30k ICHI increase in the weekly cap -20% to -30%....20K ICHI increase in the weekly cap -10% to -20%.....10K ICHI increase in the weekly cap.

Benefit of this? LP's earn higher rewards for staying in the pool. ICHI keeps liquidity on downward volatile days.
