Dogami Gen2 Whitelist

I propose that we use my (Ticklesnarf) Dogami WL slot to mint the Gen2 Dogami. The Gen1 Dogami were 50 Tezos to mint and the floor is 269 Tezos. The catch with Gen2 is that they are minted with $DOGA (https://coinmarketcap.com/currencies/dogami/) and not Tezos. I have 800 $DOGA in my Tezos wallet from airdrop so pending the mint price I would propose that:

1. The Idiot DAO creates a Tezos wallet to hold the Dogami.
2. Ticklesnarf mints the Gen2 Dogami using $DOGA I have on-hand*.
3. Ticklesnarf transfers the Dogami to the wallet from #1.
4. On the mint date, we use the current $DOGA value from coinmarketcap.com to convert the ETH equivalent that the Idiot DAO would reimburse Ticklesnarf for the purchase.

*Note that should the mint price exceed 800 $DOGA, Ticklesnarf will purchase the needed $DOGA to cover the mint price.
