[Aave-77] Add claimRewardsToSelf() to incentives for Ethereum V2 Aave Market

This MetaGovernance vote is for voting on Aave's latest proposal using Index Products.

The quorum for this vote is 212,378 INDEX - 5% Circulating Supply.

Index Coop can vote with the ~88k AAVE which is ~30 % of the AAVE proposal quorum locked in the DeFi Pulse Index.
