Elect a Treasury Seat

As ratified in IR-2, the treasury seat will be elected from the pool of candidates for Epoch 1.

Epoch 1 had two legitimate candidates who both wrote applications within the discord. Thus the council will decide between these two candidates. If a majority vote is not reached, this process will restart until a majority decision is voted.

Once the treasury seat is elected, they will be minted an NFT to represent their position, which will be depreciated in the following epoch.
