Replace the Security Seat

As the CWG has gotten closer to launching the Infinex App and the Speedrun the Waitlist campaign, we have realised that security is a broader concern than was originally considered when appointing the security seat role.

Where the initial focus was on environmental security (including physical machines, accounts, and services) Infinex has a broader scope for security including technical design, system architecture, and code review.

To better reflect this, we should appoint the technical lead of the CWG to the security seat, so they can manage holistic security concerns and represent the full scope of security overview on the council.

The technical lead and proposed new Security Seat is "Jaynex"
