Finalise GP Allocation for Approved XIP Authors Campaign

This is proposed allocation for the Approved XIP Authors allocation of 7,500,000 GP, as ratified in XIP-26.

200,000 GP to be allocated to each unique user who authored an approved proposal (XIP or IR). There are a total of 16 approved authors, which will result in a distribution of 3,200,000.

The remaining allocation (4,300,000 GP) is to be split linearly between authors. There are a total of 33 approved XIPs and 6 approved IRs, resulting in 110,256.41025641 GP allocated per proposal. This GP will be split between the authors of each proposal (meaning if there are 4 authors, each author receives 27564.1025641025 GP).
