Request to deploy InformationTokenV3

Contract code to migrate Information Tokens V1 and V2 into a standardized V3 ERC 1155 for consolidated token listing and fees.

Discord would remain as is for two weeks past deployment. Afterwards all previous members who have not switched over will be moved to a seperate previous holders channel with instructions on what they need to do to regain access. There will never be a time limit on transitioning to ITV3.

Option 1: Contract can be deployed to Mainnet as soon as this proposal passes. But we will set a general window of Afternoon EST on Friday 2/4/22 if the DAO chooses to implement this ASAP.

Option 2: If you feel this proposal should pass but launch window should be delayed then we can pass this proposal and hold a soft vote on discord for potential alternative deployment times.

Option 3: You feel that this proposal and the ITV3 spec as proposed is inadequate and requires further discussion/dev work.

If we are unable to reach a majority of one option and it ends in a tie between both Option 1 and Option 2 then this proposal will default to a yes on the proposal but we will have a soft vote for launch date.
