Formalize Information Token's decentralized governance

I propose we begin the process of establishing on-chain governance for Information Token, a project I created [Gabagool.eth - https://twitter.com/gabagooldoteth] but that the community has realized.

This vote will reflect the official passage of Information Token from a social token project created by an individual to a community project coordinated through decentralized governance.
