IIP-8 InsureDAO V2 with investment feature

Summary

This proposal is to kick-off for core development team to begin implementation.

Another proposal will be submitted with the actual code when it’s ready.

• Develop investment feature.
• Develop VaultV2. This requires users to migrate their asset into the new version.
• The first target of investment is Aave Protocol.
• Suspend Aave insurance pool.
