IIP-7 Update the payour rule

Our payout rule is a series of rules defining coverage definition and coverage amount that may get triggered by potential bugs and hacks. As we’ve started to launch InsureDAO on multichains, we are proposing to update the current payout rule to the new one.

We amended the current payout rule by adding some exclusions for the payout.
