IFGV#1: IronSwap Fee adjustment proposal

Currently, IronSwap has by far the lowest swap fee (0.01%) and highest stablecoin liquidity on the whole Polygon network. All else equal, increasing the swap fee would increase the daily amount of profits distributed to Governance aka BlueICE stakers.

The increase in the swap fee should maintain IronSwap as the stablecoin DEX with the best rates on the Polygon network.

The voting is live and ends in 24 hours. Eligible voters are BlueICE stakers and holders.
