Update smart contract to avoid batch mint through timestamp bug, increase tips to make mint more fair

From deploying erc20.cash last night until now, it has been a total of 19 hours. During this time, FERC20 tokens such as $ferc have developed at a speed that we never imagined. By observing on-chain data and information from community, we found two issues:

1. Some guys are taking advantage of the Ethereum batch transfer feature to bypass the anti-sybil mechanism.

2. The tips for the anti-sybil are too low, some whales are willing to pay the tips to mint tokens quickly, while normal guys miss out due to the freezing period.

Currently, the technical reason of the issue #1 has been found, we can deploy an updated smart contract(V2), which will not affect existing tokens and current smart contract.

For the issue #2, we suggest to increase the base tip from 0.00025ETH to 0.0005ETH.
