Louis as JAMM Community Lead

I'd like to propose Louis as the community manager for JAMM. Louis has done a great job taking initiative and setting up the discord channel, and organizing the first community call. We should get him incentivized to continue doing community work for JAMM. I'm proposing 10,000 JAMM a month, vested over 1 year. We can use Sablier for the payment stream
