Allocate 10,000 $JAMM/month for drops and related expenses

I propose that we allocate 10,000 $JAMM/month for drops and related expenses.

Roughly, this will be 2k/month for Monday drops, 3k/month for community call drops, 2k/month for newsletter contributions, 2k/month for SourceCred drops, and 1k/month for other expenses. (The drop ideas and exact split can vary based on our needs.)

Note: this proposition can be amended through a community vote with equal or higher quorum.
