12,500 $JAMM Bounty for Website

I propose that we allocate 12,500 $JAMM to Michael (Discord #6791) for working on https://jammpad.com/. Michael will build the features listed in this doc: https://docs.google.com/document/d/1ujV--wWWIiEjBCbvRF9Nd4SMckZz3oVvpGafdw-17EM/edit. This includes API integrations for web3, Outpost and Etherscan. He will build it in a way that provides a good base to extend it further, for example adding delegated vaults.
