Move All ETH from v1 -> v3

Thesis

Move remaining ETH from JuiceboxDAO's v1 project to JuiceboxDAO's v3 project.

Motivation

Funds have been moving from JuiceboxDAO's v1 project to JuiceboxDAO's v3 project at the $100,000 per cycle rate prescribed in JBP-316. At current speeds, it will take roughly 17 cycles (until late December 2023) to complete this process.

Moving funds to the v3 project sooner will simplify ongoing operations and set the stage for enabling redemptions in a future cycle.

Specification

Next cycle, update the DAO’s v1 project to have an infinite funding target with a 100% payout to the v1Allocator.
