JBP-93c - Add filipv to reserved rate as protocol delegates

Summary:

Add a cohort of contributors to the reserved tokens list who have been out here dedicating significant thought-stuff and work to JuiceboxDAO and the Juicebox protocol for a while now.

I want to kick of this discussion since the front-end team's proposal also has a reserved token component. We should consider this reserved token expansion in tandem.

Abstract:

Those who bear significant responsibilities to the DAO's stability and success should see their membership grow as the protocol grows.

This proposal welcomes in a cohort of people who clearly fall into this category from my perspective.

The initial intuition is to split the the current 25% of reserved allocated to delegates among the 11 entities, instead of the 6 entities currently on the reserved list.

We should use this opportunity to discuss the role of the reserved token batch.
