JBP-439 - Temporarily Disable Redemptions

Synopsis

Set the JuiceboxDAO project's redemption rate to 0% to reduce the risk of deploying the buyback delegate.

Context

At the contract crew's recommendation, the deployment and implementation of the buyback delegate have been delayed by several cycles to allow for final reviews and optimizations (see PR #17). The buyback delegate has permission to mint JBX, meaning any errors or edge cases could lead to runaway minting and redemption of some or all of the funds from JuiceboxDAO's project. To prevent any potential loss of funds, we should temporarily disable redemptions.

Specification

Set the redemption rate to 0% in the upcoming cycle.

Risks

This proposal doesn't include a timeline for re-enabling redemptions, leaving it to a future proposal instead.
