JBP-440 - Claim $SAFE token from the multisig

Synopsis

Authorize our multisig dao.jbx.eth to claim the $SAFE tokens allocated to JuiceboxDAO.

Motivation

Our multisig is now eligible for 6878.05 $SAFE, among which about 2676 $SAFE will claimable at this moment and the rest in future vesting. 

Since we are using the Safe wallet as our multisig, even though the airdrop amount is moderate and doesn't have much economic value right now, I think it will still be meaningful for us to get more involved into the governance of Safe DAO, and convey our attitude that we, as a DAO, are supporting other DAOs in the Web3 universe.

As there might be multiple airdropping of $SAFE tokens in the future, this proposal also request to extend authorization to the DAO's multisig to claim any eligible $SAFE tokens in the future.

Specification

Authorize the multisig dao.jbx.eth to claim any eligible $SAFE tokens in Safe's claiming App, and keep delegating the voting power to 0xBA5ED unless there is a proposal suggesting differently approved by the DAO in the future.

Rationale

We need to initiate at least one transaction before Oct. 27, 2023, or the whole amount will be forfeit and returned to Safe DAO.  And authorization to multisig to take future similar actions will help avoiding repeated proposal submitting and thus save our governance resources.

Risks
