JBP-497: Pay for Multisig Management

Send filipv.eth $800 (after fees) per cycle for 10 cycles to continue managing multisig queuing, reimbursements, subscriptions, and related bookkeeping.

If we're able to fully automate these tasks before those 10 cycles are up, we should submit another proposal to stop these payments.

Context: this proposal extends the multisig management payout from JBP-489: Fund Juicehammer, Juicearizer, and Multisig ops. This payout should begin when that payout ends.
