JBP-411 - Migrate to JBETHPaymentTerminal3_1_2

Proposal

An error has been identified in the "hold fees" refund calculation logic for both the 3.1 and 3.1.1 payment terminals. Jango and Dr. Gorilla have resolved this issue and made several other minor improvements in the new 3.1.2 payment terminals. JuiceboxDAO should migrate to this terminal once it is reviewed and deployed. This must take place before the buyback delegate is implemented – otherwise, the DAO will have to re-deploy the buyback delegate and go through a more involved migration process.

Specification

At the discretion of the multisig and with guidance from contract crew, migrate JuiceboxDAO's project to JBETHPaymentTerminal3_1_2 before September 19th, 2023.

Risks

1. Errors may occur during the migration process.
2. This process has a time contraint – it must be implemented before the buyback delegate, which must be fully implemented by September 19th, 2023.
3. As always, newly introduced contracts could hold undiscovered vulnerabilities that may be exploited.
