JBP-291 - Update Juicebox Snapshot Strategies

Thesis

Update the DAO’s Snapshot Strategies to account for all JBX versions (including delegation).

Motivation

Currently, the DAO’s Snapshot Strategies only account for v1 JBX.

Specification

filipv or another DAO member to add two contract-call strategies and two delegation strategies with the parameters laid out at https://info.juicebox.money/user/governance/snapshot (comments removed, of course).

Rationale

This will grant v2 and v3 project creators a voice in DAO governance.

Risks

Our governance process will now rely on the contracts and treasuries on v2 and v3 being sound—and may be at risk if they are not.

Timeline

To be implemented within 9 days of this proposal’s Snapshot ratification.
