Drop JuiceboxDAO's fee to 0%

This proposal is to change JuiceboxDAO's fee from 5% to 0% for 1 week (Monday-Monday). All project reconfigurations made during this week will require no fees from their payouts for the lifetime of that configuration.

This allows the DAO to further experiment with group bidding projects happening on Juicebox who otherwise are too inconvenienced by a payout fee to use the protocol for fundraising at all.

This is a temporary solution that allows more projects to experiment on Juicebox. Future versions of Juicebox should strive for a fee structure that better accommodates all projects.

Downsides:

• Some loss revenue.
• Shifts some expectations which might cause confusing.
• Kicks an important broader question down the road of how JB should manage fees for project dynamics.
