Raise council member compensation from 250 uJenny/mo to 660 uJenny/mo

This proposal drafted by the Finance Council asks to raise the compensation of all Jenny council members in order to -

• offer a more appropriate level of compensation for the amount of time put in
• incentivize council members to be the driving force taking Jenny forward by having more upside from uJenny token appreciation

We believe having better compensated core contributors will enable the DAO to grow faster and benefit all token holders.
