Adopt a JennyDAO Constitution

As discussed extensively over the past two weeks, the community & the founders have together drafted the first Constitution for the DAO. The purpouse is to create a clear framework for how the DAO operates, which can be elaborated upon as we scale. As per the document, this vote will need a 67% supermajority with a quorum of 100k uJenny to pass.
