Allow JPEG'd DAO to deploy ETH into the JPEG Silo Finance Pool

Silo has been working on deploying an isolated pool that allows collateralization of JPEG to borrow ETH

The pool needs to be seeded with ETH, and Silo Finance recommends that JPEG'd DAO seed the pool with ETH

Points to consider:

• JPEG holders can then collateralize their JPEG and borrow ETH, freeing up capital that can be put to work elsewhere

• The DAO can earn interest from ETH borrowers in the pool
