Rationale

The team only has so much time to spend. Some tasks, can be handled by community members; freeing up dev time. This PIP would incentivize community completion of any tasks the team deems appropriate; allowing more work to be completed.

Specifications

-- Authorize 50 Million JPEG Tokens from the treasury to fund a Community Task Program -- Contributors are paid out on a case-by-case basis by the team -- Tasks are posted via team discretion
