Abstract Increase overhead budget to onboard new developers, marketing personnel, devops, and operations staff.

Background Authorize increased budget expense for new solidity developers to work on new anticipated products within the JPEG'd ecosystem, new marketing personnel to improve communications and branding, and retain existing contributors within JPEG'd DAO. Monthly budget would increase to 175,000 USDC from 100,000. This is necessary to onboard new personnel to expand the JPEG'd DAO product offering, oversee/monitor existing core infrastructure, and improve communications.
