PIP-57: Reduce 4T traits multiplier to 1.1x

Abstract The proposed PIP would reduce the 1.5x multiplier for 4T BAYC NFTs to 1.1x.

Background After careful studying of 4 Traits sales, it seems that the average sales for 4T doesn't match the current multiplier of 1.5x and tend to get sold for 1.1x above floor

Following this analysis, this proposal aims to lower the multiplier on 4T BAYC to 1.1x.

Specifications Update the 4T BAYC multiplier to 1.1x for the eligible NFTs IDs.
